Election of the President in Kosovo: How Many MPs Must Be Present and How Many Must Vote?

The election of the President of Kosovo is conducted in the Kuvendi i Kosovës and follows strict constitutional procedures regarding quorum and voting thresholds. With 120 Members of Parliament in total, the process requires specific numbers both for the session to proceed and for a candidate to be elected.

According to the Constitution, at least 80 MPs must be present in the Assembly hall for the voting session to be considered valid. This represents two-thirds of all deputies and is a mandatory quorum requirement. If fewer than 80 lawmakers are present, the session cannot legally continue and the vote must be postponed.

The election itself can take place in up to three rounds. In the first and second rounds, a candidate must receive at least 80 votes (two-thirds majority) to be elected President. These rounds are designed to encourage broad political consensus among parliamentary parties.

If no candidate secures 80 votes in the first two rounds, the process moves to a third round, where only the two leading candidates compete. In this final round, the threshold is lowered to 61 votes, which represents a simple majority of all MPs. However, if no candidate manages to obtain 61 votes, the Assembly is dissolved and early parliamentary elections must be called within 45 days.

The structured system aims to balance the need for political agreement with institutional functionality, ensuring that the presidency reflects both democratic legitimacy and parliamentary support.
